Central to this concern is the issue of whether, or under what conditions, non-state actors can be said to have the “authority” to participate in war. Eric A. Heinze is Assistant Professor of Political Science and International Studies at the University of Oklahoma. He is the author of Waging Humanitarian War: The Ethics, Law, and Politics of Humanitarian Intervention (SUNY Press, 2009). His research has most recently appeared in Global Governance, Political Science Quarterly, and the Journal of International Political Theory. He teaches courses on international relations theory, international law, and international human rights.
Brent J. Steele is Assistant Professor of Political Science at the University of Kansas. He is the author of Ontological Security in International Relations (Routledge, 2008) and is currently working on a book manuscript titled Counter-Power and the Aesthetics of Insecurity. His research has most recently appeared in International Relations, International Studies Quarterly, International Studies Review and the Journal of International Relations and Development. He teaches courses on international relations theory, international ethics, United States foreign policy, and Critical Security Studies.
